Job Title: Bilingual Program Manager, Stipend-Based Contractor Position
Location: Freedom Community Clinic Fruitvale Community Healing Sanctuary (3134 International Boulevard, Oakland, CA 94601)
Reports To: Director of Program Implementation & Evaluation and Director of Creative Media & Program Strategy
Employment Type: 32 hours per week maximum

Benefits: No medical, dental, or vision benefits. Staff may attend various team-building and

Position Summary
Freedom Community Clinic is seeking a Bilingual Program Manager (Spanish/English) to provide leadership, coordination, and operational oversight for two community-based pilot programs grounded in ancestral healing, collective care, and grassroots leadership development.This role plays a key leadership function by overseeing active programming, supervising program staff and collaborators, cultivating community partnerships, and managing program operations and budgets in close collaboration with FCC leadership.
This is a hybrid role based at Fruitvale Healing Sanctuary, with required in-person work at least Tuesdays and Wednesdays, and additional in-person or virtual hours as needed during weekdays and occasional weekends.
Payment
Training Period: During the training period from February 9, 2026 through February 27, 2026, you will be trained with a FCC staffperson and compensated with a stipend of $1,980 total. The expectation is for you to work 20 hours maximum; 16 hours on site at the Fruitvale location and the rest online/in-person.
From March 2, 2026, through January 1, 2027, you will be expected to be integrated fully in your role and your compensation will transition to 32 hours per week maximum with a monthly stipend of approximately $4,774.00/month performing the duties and responsibilities outlined below.
Programs You’ll Oversee
You will oversee and manage all aspects of two community programs, providing strategic, operational, and relational leadership. Key responsibilities include, but are not limited to, the following:
Promotoras de Sanación Program: Program leadership, supervision of Promotores, workshops, and community engagement
Healers-in-Residence Program: Coordination of seasonal healer residencies, logistics, communication, tracking, and evaluation
These responsibilities are considered essential duties of the position and may be updated as organizational needs evolve.
Your key responsibilities include:
Program Management, Leadership & OversightProvide strategic and operational oversight of both programs, ensuring timelines, deliverables, and outcomes are met
Supervise, coach, and support Lead Promotora(s) and Resident Promotora(s), including scheduling and oversight of stipend-based timesheets
Plan, facilitate, and implement core program components (workshops, monthly meetings, annual training)
Lead curriculum development and refinement in collaboration with the Promotora team
Serve as the primary point of contact for Healers-in-Residence
Set agendas and facilitate team meetings
Create opportunities for Promotora graduates to support FCC events and initiatives
Community Engagement & Outreach
Develop and lead outreach strategies across East Oakland and surrounding communities
Cultivate and maintain partnerships with local organizations
Represent FCC at community events, tablings, and public engagementsSupport recruitment for program participation
Administrative, Operational & Budget Support
Provide on-site leadership during healing service days, workshops, trainings, and events
Oversee ordering and organization of program materials
Ensure secure handling of intake forms and documentation
Track participation, attendance, and service metrics
Conduct evaluations and reflection sessions with Healers-in-Residence
Maintain documentation to meet deliverables and reporting requirements
Collaborate on budget tracking, spending oversight, and funding research
Organizational Collaboration & Accountability
Participate in staff meetings, trainings, and cross-program collaboration
Meet regularly with supervisors to review progress and feedback
Participate in organization-wide meetings, retreats, events, and initiatives
Perform other duties consistent with the scope of a managerial role
Role Dynamics
This role adapts to seasonal and community needs and offers opportunities for creative engagement, proposing new offerings, and contributing to broader FCC initiatives. Flexibility, accountability, and community-centered leadership are essential.
Schedule & Compensation
Required in-person days: Tuesdays & Wednesdays, 10:00 AM – 6:30 PM
Remaining hours may be virtual or in-person during weekdays; occasional weekends required
Weekly hours may not exceed 32 hours
If weekend work is required, schedules may be adjusted within the same week to remain within the 32-hour maximum.
Qualifications
At least 4-5 years of direct experience with program development, coordination plus people management, and experience providing health-related services to underserved communities of color.
Experience facilitating community-centered workshops, training, or healing circles.
Experience working alongside individuals and communities who have been disproportionately impacted by structural inequities, including exposure to community violence, environmental stressors, and limited access to care.
Bilingual (fluent in Spanish and English) is a requirement.
Direct people management experience.
Strong organizational skills and ability to manage multiple tasks and priorities effectively.
Deep alignment with values of healing justice, cultural humility, and collective care.
Comfortable working independently and collaboratively in a dynamic, community-rooted environment.
Proficiency with Google Suite; experience with Squarespace, Canva, Zoom, or other project tools is a plus.
Requirements
Flexibility to work during specific days in the week, availability to work 6-8 hour shifts from Monday - Friday; Tuesday and Wednesday in person work from 10:00 AM - 6:30 PM, remaining time will be virtual and/or in person.
Availability to attend community events after business hours and on weekends as needed.
Lived experience in or strong connection to BIPOC, immigrant, Indigenous, and/or LGBTQIA+ communities.
Experience working with Health Promoters, community health workers, or grassroots leadership development.
Ability to hold compassionate, clear, and community-rooted space.
Strong relationship-building, communication skills, and ability to maintain appropriate boundaries with program participants and community members.
